This epic line is said during Jotaro’s monologue while fighting Kakyoin near the beginning of Stardust Crusaders. During said monologue, Jotaro explains many would call him a “Punk” considering he often disobeys the law, but by the end of his speech, he brings the whole thing back around to say that his very own stand, Star Platinum, is the only one who can judge others that negate the rules.

In this case, he refers to Kakyoin’s very own Stand, Hierophant Green, which is able to control humans, thereby meaning it can’t technically be held to account for its actions. Thankfully, Jotaro was there to law down the law in the only way he knew how, by beating the snot out of Kakyoin to knock some sense into him and free him of Dio’s control.
